Bailey & Glasser, LLP announces that Fangyu (Fiona) Ye has rejoined the firm as Of Counsel in our Corporate Practice Group. Fiona has extensive experience assisting companies in the energy, mining, and natural resources industries, and is located in our Washington, D.C. office.

Fiona advises clients on a broad range of corporate matters, including mergers and acquisitions, business structuring, and regulatory compliance, with a strong focus on the natural resources and mining sectors. She previously worked at Bailey Glasser from 2018 to 2023, where she played a key role in cross-border transactions and strategic deals involving mining and energy clients.

“We’re excited to welcome Fiona back to Bailey Glasser and our Corporate team,” said Jonathan Deem, leader of the firm’s Corporate Practice Group. “She combines international legal experience, commercial insight, and strong contract drafting skills. Her work on coal asset acquisitions and as outside counsel to a coal company makes her a valuable resource for our energy clients.”

Fiona has deep experience supporting energy companies through complex transactions, including serving as outside general counsel to a coal company, negotiating coal sales agreements and mine leases, and preparing international distribution deals. Her return adds further depth to Bailey Glasser’s Corporate Practice, which has advised energy clients on high-stakes matters for more than 25 years.

Bailey Glasser Mass Torts partner Todd Mathews was recently featured in a Baltimore Beat article calling for a full investigation into the staggering abuse allegations in Maryland’s juvenile detention centers.

Over 6,000 lawsuits have been filed under the Child Victims Act, detailing systemic sexual abuse by staff—including wardens, coaches, counselors, and aides—against children as young as 7. Mathews pointed out that Maryland has yet to apply the same investigative urgency used in the Archdiocese of Baltimore cases, despite the far greater number of juvenile facility claims.

Mathews emphasized the systemic nature of the abuse and the state’s lack of accountability. Roughly 85–90% of survivors are people of color, many detained for minor offenses like running away from home or taking a car for a joyride.

In 2023, Bailey Glasser, alongside nearly two dozen firms, filed lawsuits on behalf of over 4,500 survivors of sexual abuse perpetrated by staff members at Maryland juvenile detention centers. In addition to Todd Mathews, the Bailey Glasser team consists of founding partner Brian Glasser, Mass Torts Practice Group Leader David Selby II, Institutional Abuse & Neglect team leader Sharon Iskra, and lawyers Aliya Khalidi and Samira Bode.

In a recent article by the Plan Sponsor Council of America, Bailey Glasser ERISA partner Mark Boyko emphasizes the importance of retirement plan fiduciaries reassessing their investment line-ups in the face of recent market fluctuations and tariffs.

Mark, a leader in ERSIA class action litigation, advises that fiduciaries should evaluate whether their investment options align with their stated goals and objectives, particularly during downturns.​

“If a specific investment offers ‘downside protection’ such as an actively managed fund, then that fund should perform better during a downturn,” Boyko said. In situations where a fund is meant to protect against losses but underperforms in both rising and falling markets, “you have to recognize that’s a situation where the fund manager has proven themselves to be unable to meet the goals of the fund,” he added.

The “Rule of Law” was a theme repeatedly raised yesterday evening during Legal Aid DC’s Servant of Justice Awards Dinner in Washington, D.C. Bailey Glasser was a “Steward of Justice” supporter and Cary Joshi, BG’s Commercial & Environmental Practice Group Leader, was a generous individual “Making Justice Real Giving Circle Partner.”

The evening’s first Servant of Justice Award was given to litigator Karen Dunn who led the team that obtained a groundbreaking verdict against neo-Nazi and white supremacist movement leaders responsible for racially motivated violence in Charlottesville, Virginia in 2017.

The second Servant of Justice Award was given to Ben Wilson, President of the Board of the DC Bar Foundation and former Chair of Beverage & Diamond, where he was one of the first African Americans to lead a major law firm. Mr. Wilson exhorted the crowd, filled to capacity with some of Washington, D.C.’s finest lawyers and law firms, as well as committed members of the Washington, D.C. community, to stand up and fight for justice and the rule of law, quoting Maya Angelou, Frederick Douglass, and Dr. Martin Luther King’s landmark (and last) speech, “I’ve Been to the Mountaintop,” and more.

A contingent of Bailey Glasser professionals was in attendance, including lawyers Cary Joshi, Hallie Arena, Allison A. Bruff, Paul-Kalvin Collins, and Aliya Khalidi, paralegals Olivia Adubofour and Brittany Murray, and Chief Marketing & Business Development Officer Marianne Merritt Talbot.
