Todd Mathews Featured in Baltimore Beat

Bailey Glasser Mass Torts partner Todd Mathews was recently featured in a Baltimore Beat article calling for a full investigation into the staggering abuse allegations in Maryland’s juvenile detention centers.

Over 6,000 lawsuits have been filed under the Child Victims Act, detailing systemic sexual abuse by staff—including wardens, coaches, counselors, and aides—against children as young as 7. Mathews pointed out that Maryland has yet to apply the same investigative urgency used in the Archdiocese of Baltimore cases, despite the far greater number of juvenile facility claims.

Mathews emphasized the systemic nature of the abuse and the state’s lack of accountability. Roughly 85–90% of survivors are people of color, many detained for minor offenses like running away from home or taking a car for a joyride.

In 2023, Bailey Glasser, alongside nearly two dozen firms, filed lawsuits on behalf of over 4,500 survivors of sexual abuse perpetrated by staff members at Maryland juvenile detention centers.
